Leslie MacDougall
Founder & Managing Director
Leslie brings over 30 years of chemical regulatory expertise spanning government policy development, global industry compliance, and independent advisory. A former senior scientist at the U.S. Environmental Protection Agency, she founded M8 Sustainable Chemistry and ChemReg W.L.L. to bridge regulatory policy, scientific risk assessment, and practical implementation across international markets.
With extensive experience in U.S. EPA regulatory development, global chemical policy implementation, and international program design, Leslie has supported the design and operationalization of chemical management frameworks, substance registration and assessment systems, and cross-border compliance programs across multiple jurisdictions.
Through M8 and its regional expansion via ChemReg W.L.L., Leslie continues to support governments, regulators, and multinational manufacturers in developing and navigating modern chemical regulatory systems aligned with international best practices.

Fehmi Miri
Operations Manager
Fehmi Miri serves as Operations Manager at ChemReg Consulting W.L.L., supporting the company's operational execution, client coordination, and regional administrative functions across the Gulf region and international markets.
Mr. Miri holds a degree in the Arts with academic specialization in language and communication disciplines. He brings a strong background in education, multicultural engagement, and multilingual communication, which supports the firm's cross-border consulting activities and stakeholder coordination.
Prior to joining ChemReg Consulting, Mr. Miri worked extensively in the education sector as a teacher and private tutor, with a particular focus on French language instruction. His experience working in diverse, international environments has contributed to his strong organizational, communication, and client support capabilities.
